Re: OPRA Request: Janus Solutions’ Contract
Dear Ms. Gaeta:
CWA Local 1081 respectfully submits this Open Public Records Act (OPRA) request our Union is provided the following documents by the County of Essex regarding the requirements contained within contract between the County of Essex and Janus Solutions as approved by the Essex County Board of Chosen Freeholders on September 30, 2015 in the amount of $100,000. The following requested documents shall include those that have been submitted by Janus Solutions to the County of Essex from October 1, 2015 to present:
- Copies of all of Janus’ required monthly progress reports that were to be submitted to the Director of the Division of Welfare documenting the forward evolution of the project.
- Copies of all documents delineating Janus’ strategy for developing process improvement strategies, matrix, and implementation plans as it continues to utilize the Strategic Leadership cycle to continue support for the implementation of various improvements beginning with the evaluation process of determining what remains to be completed and how success will be measured.
- Copies of all documents delineating Janus’ strategy for consultation and assessment of the training curriculum and modules, including its assessment of current training modules and process for new and existing staff; assistance in ensuring continual curriculum and module enhancements; and its provision of support to the Division's Training Unit as teachers, coaches, and troubleshooters to effect positive culture change within the agency.
- Copies of all documents delineating Janus’ strategy for use of committees, subcommittees, workshops, and meetings in order to facilitate and serve as staff for the Modernization Committee and related subcommittees as a means of establishing vehicles for communication, and the company’s update of the comprehensive work plan, track progress and its identification of barriers to process improvement, and recommended best practices that can be replicated.
- Copies of all documents delineating Janus’ strategy for writing new policies and procedures and developing a systematic structure to review, revise, create, and maintain policy and procedure manuals: developing a standardized process for the creation, review, and the revision of Policy and Procedures that utilizes the input from various groups to identify areas in need of development, clarification, or modification.
- Copies of all documents delineating Janus’ strategy for assessment, development, and formalization of a community-based outreach program: the company’s development of a Community Outreach Plan based upon the assessment of opportunities to enhance customer services by working with community partners to educate community members about the availability of services available through the Division.
- Copies of all documents delineating Janus’ strategy for determining performance measures: the company’s utilization of a comprehensive work plan to measure the efficiency of key operations such as timely issuance of benefits, enhanced customer satisfaction, and enhanced efficiency and effectiveness.
- Copies of all documents delineating Janus’ strategy for overcoming project obstacles: updating the Director of the Division of Welfare and the Director of the Department of Citizen Services regarding any impediments or potential impediments to the implementation of the work plan and Case Banking; offering solutions and options for overcoming problems; and preparing monthly progress reports regarding implementation.
