"Archived" MOU's, Program Indicator Plans & Bi-Monthly Progress Reports

Dear Mr. Zajac::

CWA Local 1081 respectfully submits this Open Public Records Act (OPRA) request our Union be provided the following:

Copies of all Memorandum of Understanding (MOU) documents exchanged between the New Jersey Department of Human Services (DHS), and/or its Division of Family Development (DFD), and the County of Essex delineating an agreement the State annually advance the County approximately $15 million in TANF funds with the proviso the Essex County Division of Welfare abide by certain requirements determined by the DHS/DVD. The dates of the documents we seek are for the years 1999 through 2005 which, within your attached email response of January 28, 2013 to our Union's attached OPRA request of January 12, 2013, you assert may have "been archived".
Copies of all of the Program Indicator Plan (PIP) documents, respectively for the years of 1999 through 2012, outlining the corrective actions the DHS promulgated and provided the County of Essex to improve performance by the Essex County Division of Welfare in selected areas that are referenced within the MOU's. An example of such and agreement between the State and the County is evidenced within the attached MOU of 2006 you provided our Union in response to our above cited OPRA request to the DHS of January 12, 2013.
Copies of all of the "bi-monthly progress reports" Essex County was to provide the DHS/DFD for each of the years of 1999 through 2012 which are referenced, for example, also within the aforementioned attached MOU of 2006.
